The Palais-Royal comprises a consistent group of arches despite a long history of construction, initiated by Cardinal Richelieu, followed on by Victor Louis and completed by Fontaine at the beginning of the 19th Century. A remainder of the Cardinal's palace is occupied by the Ministère de la Culture et de la Communication (Ministry for Culture and Communication) in the Galerie de Valois. The Galerie de Montpensier opposite houses the Conseil Constitutionnel (Constitutional Council) and the Comédie-française (French theatre company). The building which looks over Place du Palais-Royal has been handed over to the Conseil d'Etat (State Council). Its façade is decorated with trophées d'armes (a sculpted ornamental group of weapons) and allegorical figures sculpted by Pajou (18th Century). In the Cour d'Honneur (ceremonial courtyard), bordered by the double colonnade of the Galerie d'Orléans (1825), stand 260 columns by Daniel Buren (1986-1987) and the steel spheres on the fountains by Pol Bury. The 60 residential properties which border the garden have accommodated historic personages and great artists, such as Desmoulins and Colette.
